I was wondering if Jira Workflow Toolbox will allow me to set watchers to new Jira issues.

Yes. You can use post-function Add or remove watchers to add and to remove watchers from an issue. You can do the following operations:

1. Add or remove as watcher all users playing a role in the project.
2. Add or remove as watcher a user or a list of users whose user names appear in a field. For example, a custom field called "New watchers" of type text-255 and with value "albert, john, sara" can be used to add or remove this three users as watchers from an issue.
3. You can also remove all watchers from an issue.
